The MOH Cybersecurity and Data Security Essentials do not name eDiscovery, insider risk management or records management among the thirteen measures. Microsoft 365 Business Premium, already included in HIA Ready — Small Practice and HIA Ready — Complete, covers the specific measures the Essentials ask for: sensitivity labelling, Purview Message Encryption for outgoing mail, and basic data loss prevention.
